The tourism sector in the last years has consolidated as an industry in constant growth, recently several intercultural studies have focused on understanding the national culture of the tourist. For this reason this research aims to propose and validate a measurement scale to evaluate the cultural values proposed by (Hofsteded, 1980, 2010) from the tourist's travel behavior. For the construction of the scale, it was essential to review and analyze previous research on tourist travel behavior related to the cultural values proposed by Hofstede (1980, 2010), such as a) aversion to uncertainty, b) individualism-collectivism, c) masculinity- femininity, d) distance from power, and e) long term / short term orientation.) The data collection was carried out in the Historical Center of Oaxaca City, obtaining a total of 387 surveys from international tourists who traveled to the tourist destination of Oaxaca, during the Easter and Guelaguetza 2019 seasons. The validity of the constructed scale was determined through a factorial analysis by the principal components method and the reliability of the scale was verified through Cronbach's alpha coefficient with the support of the statistical program SPSS (Statistical Package for the Social Sciences) version 25. The results of the study confirmed the validity and reliability of the scale to measure cultural values with certain limitations in interpretation due to the dimensions of individualistic, feminist culture and low distance to power indicated scores less than 0.50 in Cronbach's alpha coefficient.
