La vulnerabilidad socio-laboral es la clave de bóveda sobre la que se asientan los instrumentos internacionales que orientan la transición desde un paradigma productivo despreocupado por el medio ambiente hacia otro en el que se le coloca en el centro. De ahí la trascendencia de reflexionar acerca de su posible mensurabilidad e identificar cuáles habría de ser los elementos de medición sobre los que pudiera asentarse. Descender al nivel nacional de tales instrumentos nos permite comprobar si el Estado español hubiera implementado y en qué modo el “test de vulnerabilidad socio-laboral” como mecanismo para garantizar un proceso de descarbonización justo
Socio-labour vulnerability is the keystone on which the international instruments are based that guide the transition from a productive paradigm that is unconcerned about the environment to another in which it is placed at the centre. Hence the importance of reflecting on its possible measurability and identifying what the measurement elements on which it could be based should be. Going down to the national level of such instruments allows us to verify whether and in what way the Spanish State had implemented the “vulnerability test” as a mechanism to guarantee a fair decarbonization process
