El objeto del presente estudio es realizar una primera valoración del modo en que la reforma del nivel asistencial del sistema de protección por desempleo puede alcanzar los objetivos marcados por el Real Decreto-Ley 2/2024, tanto desde el punto de vista normativo, es decir, en lo que hace a la idoneidad de las medidas planteadas para alzarlos; como en lo cuantitativo, esto es, conectando estas acciones con lo que los datos nos dicen en torno al potencial alcance de la reforma. Para ello, tras este primer apartado introductorio, dedicaremos el segundo a la mencionada revisión normativa, mientras que el tercero se adentrará en el también dicho análisis cuantitativo. El estudio se cierra con unas breves conclusiones con un marcado carácter propositivo de cara a futuras acciones legislativas.
The purpose of this study is to provide an initial assessment of how the reform of the assistance level of the unemployment protection system can achieve the objectives set by Royal Decree-Law 2/2024, both from a regulatory point of view, in terms of the adequacy of the measures proposed to meet those goals, and from a quantitative point of view, by connecting these actions with the data that tell us about the potential scope of the reform. To this end, after an introductory section, the second section will be dedicated to the regulatory review, while the third section will delve into the quantitative analysis. The study concludes with brief conclusions of a strongly proactive nature, aimed at future legislative actions.
