A lo largo de este trabajo ponemos de relieve, en primer lugar, la dimensión jurídica y política que han ido alcanzando los conceptos de medio ambiente, agricultura y alimentación en la Unión Europea. En segundo lugar, analizamos la proyección última del principio de sostenibilidad en la política alimentaria a partir de la aprobación del Pacto Verde y la aprobación de la Estrategia “de la granja a la mesa”. Ello, nos sirve para ahondar en los conceptos de seguridad alimentaria y soberanía alimentaria y su relación con la PAC y otras normas. Por último, revisamos en clave jurídico-administrativa como se ha materializado la puesta en marcha de la Estrategia en sus vertientes preventiva, de control y represiva.
The present work focuses, first of all, on the legal and political dimensions attached to the concepts of environment, agriculture, and nutrition in the European Union. Secondly, we analyze the projection of the sustainability principle in food policy since the approval of the European Green New Deal, and the development of the “Farm to Fork” strategy. On this basis, we examine the concepts of food safety and food sovereignty, and their relationship to the Common Agricultural Policy (CAP), and other norms. Finally, we discuss from a legal-administrative perspective how the “Farm to Fork” Strategy has been implemented in the areas of prevention, control, and punishment.
