El presente trabajo tiene por finalidad analizar el desarrollo histórico-político de la participación política de mujeres y, en particular, su especial importancia en la incorporación en el proceso constituyente en Chile, donde por primera vez en el mundo existirá un órgano constituyente elegido con paridad en el resultado. Analizaremos y expondremos el contrato social y la participación de la mujer en la toma de decisiones (el desarrollo de la participación política de las mujeres en la historia constitucional de Chile); la incorporación de la ley de cuotas en 2015 como antecedente de la paridad; las dificultades que se han debido sortear y los dispositivos legales utilizados para obtener una cuota garantizada en el futuro órgano constituyente, para —finalmente— señalar algunos ejes orgánicos y programáticos centrales que se deben tener presente en el próximo proceso constituyente para incorporar, así, la perspectiva de género en el futuro texto constitucional.
This article analyzes the historical and political features of the development of women’s political participation and its special importance in the incorporation into the constituent process in Chile, where for the first time in the world there will be a constituent body elected with parity. We will analyze and explain the social contract and the participation of women in decision-making (the development of women’s political participation in the constitutional history of Chile); the incorporation of the quota law in 2015 as a precedent for parity; the difficulties that have had to overcome and the legal devices used to obtain a guaranteed quota in the future constituent body, to —finally— point out some central organic and programmatic axes that must be taken into account in the next constituent process to incorporate, thus, the gender perspective in the future constitutional text.
