Esta investigación tiene el objetivo de diseñar un protocolo para la implementación del decreto 1421 de 2017 en la Institución Educativa Santander del municipio de Tuchín Córdoba, a fin de identificar los elementos del decreto que se deben aplicar, revisar las políticas institucionales del proyecto educativo institucional, en cuanto a la inclusión a estudiantes con discapacidad y estructurar el protocolo para adopción de la institución educativa. Este estudio se realizó con un enfoque cualitativo, con un diseño basado en la investigación-acción. Se constata que la institución educativa no cumple las directrices establecidas por el decreto; los docentes, conocen poco sobre el decreto 1421, además, los estudiantes viven su proceso de aprendizaje a partir de un diseño curricular que no tiene en cuenta sus diferencias. Se diseñó un protocolo estructurado en fases y pasos para guiar el trabajo pedagógico de los docentes en forma de proceso.
The objective of this research is to design a protocol for the implementation of Decree 1421 of 2017 at Santander Educational Institution from Tuchín Córdoba municipality, for identifying the elements of the decree that must be applied, reviewing the institutional policies of the educational institution project regarding the inclusion of students with disabilities, and structuring the protocol to be adopted by the educational institution. This study was conducted with a qualitative approach, with a design based on action research. The results showed that the educational institution does not comply with the guidelines established by the decree. Likewise, teachers know little about the Decree 1421. In addition, the students experience their learning process based on a curriculum design that does not take into account their differences. A protocol structured by means of stages and steps was designed to guide the pedagogical work of teachers as a process.
