El objetivo de esta ponencia es reflexionar sobre el vínculo entre universidad y territorio en la experiencia de la Micro-región del Panamá Medio en la provincia de Entre Ríos (Argentina), así como generar una discusión acerca de la participación social, la intervención de los diferentes actores y sus resultados y finalmente la sustentabilidad del proceso en el marco de las políticas impulsadas por esta asociación inter-municipal.
La convocatoria para abrir la participación a otros actores extraterritoriales surgió por iniciativa de algunos presidentes municipales en al año 2012 y tanto la Secretaría de Investigación de la Facultad de Ciencias de la Gestión (FCG)- Universidad Autónoma de Entre Ríos (UADER) como posteriormente la Secretaría de Ambiente del Gobierno de la Provincia de Entre Ríos, aceptaron integrarse al proceso de desarrollo de la micro-región a través de diferentes acciones.
En el desarrollo del texto se proporcionan elementos para la discusión teórica y metodológica acerca de la participación de la universidad y de otros actores territoriales en un espacio micro-regional. Se focaliza en algunas cuestiones del debate interno universitario relativas a su estructura y las contradicciones que genera. Se hace una breve mención a las características de la micro-región, a sus carencias de diferente índole y se reconoce como ventaja comparativa la decisión de asociarse por cuanto aumenta su escala y potencialidades. Finalmente se enumeran algunas consideraciones metodológicas, para analizar el proceso de desarrollo territorial participativo, porque fomentan la integralidad de las funciones universitarias de docencia, investigación y extensión.
The purpose of this article is to reflect on the link between university and territory in the experience of the micro-region of the Parana Medio in the province of Entre Rios (Argentina), as well as generate a discussion about the social participation, the involvement of the different actors and their results and finally the sustainability of the process within the framework of the policies promoted by this inter-municipal association.
The call to open the participation to other extra-territorial actors began as an initiative of some municipal presidents in 2012 followed by the Research Secretariat of the Faculty of Management Sciences (FCG)- Universidad Autónoma de Entre Rios (UADER). Subsequently the Secretariat of the Environment of the Government of the Province of Entre Rios agreed to integrate into the process of development of the micro-region through different actions.
In the development of the text elements are provided for the theoretical and methodological discussion about the involvement of the university and other regional actors in micro-regional a space. It is focused on some issues of the university internal debate conceming its structure and the contradictions that it generates. There was a brief mention of the features of the micro-region, their shortcomings of different nature and is recognized as comparative advantage the decision to join because it increases their scale and potentialities.
Finally some methodological considerations are listed to analyze the process of territorial development participatory, because they encourage the integrality of the university's functions of teaching, research and extension.
