The concept of «major administrative offences» motivated significant divergences and multiple legislative proposals, expression of diverse agendas, which, as a rule, points towards the reinforcement of guarantees of the legal system by the elimination or alteration of regimes. This text tries to demonstrate, on the one hand, that the concept of «major administrative offences» is not a new reality, rather corresponding to known figures of the national system since the end of the eighties of the last century; and, on the other hand, it attempts also a demonstration of the existing mistakes in several matters that make some of the proposals to reformulate the current legal system unacceptable. We refuse the idea of standardizing sectoral regimes, creating new general solutions for all sectors of activity where high fines and accessory sanctions are in force
