2025 marked the consolidation of a process of normalization of constitutional anomaly within the Spanish parliamentary system. A minority coalition govern-ment, operating without a stable majority in the Chamber, has governed in the context of a legislature without an approved General State Budget, with low levels of ordinary legislative output, extensive reliance on transactional amendments, and the strategic submission of legislative bills expected to fail as a means of political agen-da-setting. These dysfunctions do not amount to a merely temporary exception, but rather constitute a structural pattern, reproducible both at the European level (as seen in France or Germany) and at the sub-state level (notably the early elections triggered by the lack of support to approve budgets in Extremadura and Aragon). This anomaly is unlikely to end with the current government and will, in all proba-bility, also condition future governments. Parliament has thus increasingly come to function as an arena for symbolic confrontation—including foreign policy—and for the construction of political narratives, rather than as the central locus of normative or budgetary decision-making, in a context in which the institutional presence of illiberal discourses and practices that strain constitutional principles and democratic pluralism is simultaneously being normalized, in line with developments observable in other European and international systems. This evolution calls for interpreting the legislative year through a critical reassessment of the classic categories of the constitutional state, understood as the expression of a structural transformation of political conflict.
