The article critically analyzes proposals for a “Popular Constituent Assembly” and a “Plurinational Constituent Assembly” within the context of the political and institutional crisis in contemporary Peru. Drawing on a historical reconstruction of the nation-building process—and incorporating insights from Mariátegui, Quijano, and Arguedas—it argues that Peru is not characterized by the coexistence of multiple nations, but rather by a process of *mestizaje* and *cholificación* shaped by the colonial experience, internal migration, and urbanization. In light of this, the article proposes the concept of a “Citizen Constituent Assembly” as a form of universal and egalitarian representation capable of building a democratic political community and addressing the inequalities of race, class, and gender present in Peruvian society.
