This article investigates the extent to which economic and political instability in Brazil influences the emigration of Brazilians to Portugal in the 21st century. It is based on the hypothesis that such factors act as determinants in migration decisions, in interaction with favorable conditions in the destination country. The study adopts a mixed-methods approach, combining the analysis of official statistical data on migration flows between 2011 and 2021 with a review of national and international literature. The sources include data from official Brazilian and Portuguese institutions, specialized literature, and relevant normative documents, as well as jurisprudential parameters established by the Inter-American Court of Human Rights and the European Court of Human Rights, particularly regarding the protection of migrants and the prohibition of discrimination. It concludes that Brazilian emigration to Portugal is multifactorial, resulting from the interaction of economic, political, historical, and legal factors, and should be understood considering international human rights protection regimes.
O presente artigo investiga em que medida a instabilidade econômica e política no Brasil influencia a emigração de brasileiros para Portugal no século XXI. Parte-se da hipótese de que tais fatores atuam como determinantes na decisão migratória, em interação com condições favoráveis no Estado de destino. A pesquisa adota metodologia mista, combinando análise de dados estatísticos oficiais sobre fluxos migratórios entre 2011 e 2021 com revisão bibliográfica nacional e internacional. Como fontes, utilizam-se dados de organismos oficiais brasileiros e portugueses, literatura especializada e documentos normativos, além da análise de parâmetros jurisprudenciais da Corte Interamericana de Direitos Humanos e da Corte Europeia de Direitos Humanos, especialmente quanto à proteção de migrantes e à vedação de discriminação. Conclui-se que a emigração brasileira para Portugal apresenta natureza multifatorial, resultante da interação entre fatores econômicos, políticos, históricos e jurídicos, devendo ser compreendida à luz dos regimes internacionais de proteção de direitos humanos.
