Em uma sociedade líquida e cada vez mais interdependente torna-se necessário aprofundar as suas perspectivas teóricas e políticas a fim de compreender as dinâmicas contemporâneas que afetam diretamente as culturas, as diferenças, as identidades e a proteção internacional dos direitos humanos. O presente estudo reflete, com escopo nos limites da inclusão e exclusão, a renovação do respeito às diferenças culturais e identitárias, bem como questiona a forma pela qual o pensamento descolonial converge com os ideais cosmopolitas pluralistas no processo de proteção efetiva dos direitos humanos, para além da visão imperialista ocidental. Nesse sentido, este artigo analisa, mediante a utilização do método hipotético-dedutivo e da técnica de pesquisa bibliográfica, essa convergência surpreendente entre o descolonialismo e a proposta de um cosmopolitismo inovador, amparado na defesa dos direitos humanos e das pluralidades, o qual contribui com a convivência dialógica intercultural, desafiando a ótica soberanista e territorial dos Estados nacionais. Assim, ao corroborar a hipótese embrionária desta investigação científica, os resultados compartilham um verdadeiro olhar descolonial e contra-hegemônico sobre as diversidades culturais da contemporaneidade por meio de um projeto cosmopolita pluralista comum que possui como essência a condição de “ser” humano.
In a liquid and increasingly interdependent society it is necessary to deepen its theoretical and political perspectives in order to understand the contemporary dynamics that directly affect the cultures, differences, identities and the international protection of human rights. The present study reflects, with scope within the limits of inclusion and exclusion, the renewal of respect for cultural and identity differences, as well as questions the way in which decolonial thinking converges with pluralistic cosmopolitan ideals in the process of effective protection of human rights, for beyond the western imperialist view. In this sense, this article analyzes, through using the hypothetical-deductive method and the bibliographic research technique, this surprising convergence between decolonialism and the proposal for an innovative cosmopolitanism, supported by the defense of human rights and pluralities, which contributes to intercultural dialogical coexistence, challenging the sovereign and territorial perspective of national States. Thus, in corroborating the embryonic hypothesis of this scientific investigation, the results share a true decolonial and counter-hegemonic look at contemporary cultural diversities is shared through a common pluralist cosmopolitan project that has as essence the condition of "being" human.
