Este estudio analiza los nuevos retos en la aplicación del Reglamento sobre la Restauración de la Naturaleza, aprobado en junio de 2024. Se analizan los elementos esenciales tanto de los objetivos como de los mandatos a los Estados miembros, que se centran en restaurar la biodiversidad y los ecosistemas degradados, mejorar la conectividad ecológica y garantizar la sostenibilidad a largo plazo de los recursos naturales. Asimismo, se aborda la problemática para las empresas cuyas actividades estén ligadas a la gestión agrícola, forestal o del medio natural que deberán cumplir los indicadores incluidos en los anexos de esta normativa, lo que les ocasionará unos costes que deberán de soportar en un mercado muy competitivo. El trabajo concluye con unas propuestas que favorezcan la coordinación interadministrativa y garantice la coherencia jurídica necesaria para el cumplimiento efectivo de los mandatos que deberá cumplir España.
This study analyzes the new challenges in the implementation of the Nature Restoration Regulation, approved in June 2024. It analyzes the essential elements of both the objectives and the mandates for Member States, which focus on restoring biodiversity and degraded ecosystems, improving ecological connectivity, and ensuring the long-term sustainability of natural resources. It also addresses the problems faced by companies whose activities are linked to agricultural, forestry, or natural environment management, which must comply with the indicators included in the annexes of this regulation, which will result in costs they will have to bear in a highly competitive market. The study concludes with proposals to promote inter-administrative coordination and ensure the legal coherence necessary for the effective fulfillment of the mandates that Spain must comply with.
