O objetivo do presente artigo é entender a política do bem-estar social e confrontá-la com a atual realidade do Estado brasileiro no que diz respeito à garantia dos direitos sociais. Por meio de uma análise comparativa entre a carga tributária e os índices de retorno ao bem-estar social de vários países, verificar se a gestão se mostra eficiente ou não na alocação dos recursos escassos de nossa sociedade. Para tanto, uma criteriosa revisão de literatura, legislação e dados foram preceitos básicos do estudo que, por meio do método dedutivo, possibilitaram chegar ao resultado da investigação. Em conclusão, foi possível antever que não há perspectivas de que o Estado resolva todos os problemas sociais. Entretanto, pode ele, por meio de gestão mais eficiente, entregar ao menos o mínimo existencial aos seus cidadãos.
The objective of this papper is to understand the social welfare state and to confront it with the current reality of the Brazilian State with regard to the guarantee of social rights. Through a comparative analysis between the tax burden and the rates of return to social welfare in several countries, verify whether management is efficient or not in allocating the scarce resources of our society. Therefore, a careful review of literature, legislation and data were basic precepts of the study that, through the deductive method, made it possible to arrive at the result of the investigation. In conclusion, it was possible to foresee that there is no prospect that the State will solve all social problems. However, it can, by means of more efficient management, deliver at least the minimum existential to its citizens.
