El análisis de la historia del sistema de pensiones chileno suele concentrarse en la creación del sistema de capitalización individual.
Menos conocido fuera del país es la relación que tiene el mismo con el modelo que lo precedió, el sistema de Cajas de Previsión. Muchas de las características del primero son respuesta directa de las deficiencias del segundo, especialmente en materia de financiamiento y acceso a las prestaciones, pero a pesar de ello se mantendrá una continuidad de la preferencia por sistemas contributivos, la cual solo será superada a partir del año 2008, con el sistema de pensiones solidarias. En el presente artículo daremos cuenta de la evolución del sistema chileno de pensiones, desde su creación y hasta su última reforma de importancia, con el objeto de dar cuenta de problemas de sustentabilidad e insuficiencia.
The analysis of the history of the Chilean pension system usually concentrates on the creation of the individually funded system. Less well known outside the country is its relations hip with the model that preceded it, the Cajas de Previsión system. Many of the characteristics of the former are a direct response to the deficiencies of the latter, especially in terms of financing and access to benefi ts, but in spite of this, the preference for contributory systems will continue, which will only be overcome from 2008 onwards, with the solidarity pension system. In this article we will describe the evolution of the Chilean pension system from its creation until its last major reform from the perspective of sustainability and sufficiency principle.
