In this paper, the field of recreation is conceived as an ethical and political project, understanding “political” as the capacity to mobilise the will of subjects around a horizon of meaning in which dignity and living well form the common bond. Based on individual and group learning processes, the paper explores the obstacles and conditions for guaranteeing access to an experience that takes into account the educational goals of recreation. First and foremost, the problem of understanding recreation as an activity and the implications of this for making recreation a political aim is addressed, underlining the importance of having a public policy agenda that demands conditions for guaranteeing this right from the State, but the economic and non-economic resources needed topromote recreation are also discussed.
