La Política Europea de Vecindad ha sido desde su surgimiento el marco referencial para comprender las relaciones entre la Unión Europea y su entorno más próximo. Desde su propia implementación ha debido hacer frente a los numerosos retos en un vecindario caracterizado por una palpable y notoria inestabilidad con eventos de notoria amplitud geoestratégica como las «Primaveras Árabes» y sus efectos en el área meridional, y el conflicto ruso-ucraniano en el oriental. Ello ha puesto en seria duda la viabilidad de la propia política exterior europea, la cual se ha caracterizado tradicionalmente por la defensa de la normatividad consustancial a la Unión Europea.
Since its inception, the European Neighbourhood Policy has been the reference framework for understanding relations between the European Union and its immediate neighbourhood. Since its very implementation, it has had to face numerous challenges in a neighbourhood characterised by palpable and notorious instability with events of notorious geostrategic scope such as the «Arab Spring» and its effects in the southern area, and the Russian-Ukrainian conflict in the east.
This has cast serious doubts on the viability of European foreign policy itself, ch has traditionally been characterised by the defence of the European Union’s inherent normativity.
