Coincidiendo con el comienzo de la Guerra Civil, miles de españoles, incitados por las organizaciones sindicales y los partidos de izquierda, tomaron las calles de las principales ciudades para oponerse al alzamiento militar. Simultáneamente, el Gobierno republicano permaneció impasible ante el cariz que fueron adquiriendo los acontecimientos, al verse desbordado por no tener los medios necesarios para sofocar la sublevación, ni calmar a la gente. La vida pública demandaba un cambio de rumbo y éste se produjo con la llegada a la Jefatura del Ejecutivo de Largo Caballero, destacando en materia de orden público la creación el 26 de diciembre de 1936 del Consejo Nacional de Seguridad
