Durante el período histórico de la Restauración borbónica hizo aparición en España, desde Europa, aunque con su reconocible peculiaridad peninsular, el fenómeno terrorista, recurrentemente conexo a una tendencia del anarquismo, tan estrepitosa como alarmante, que confiaba su estrategia a la llamada propaganda por el hecho. También la respuesta estatal cristalizó en el caso español con ciertos rasgos distintivos a partir de sendas leyes especiales de 1894 y 1896, pero sobre todo a la hora de la investigación y enjuiciamiento de los sucesos, primándose casi siempre el castigo sobre la justicia
