La evolución tecnológica también ha impactado en el trabajo a bordo de buques. Una de las manifestaciones de esta realidad queda constituida por la aparición de los medios de transporte marítimo autónomos o buques autónomos de superficie (MASS). Sin embargo, para que estos barcos comiencen a surcar los mares sin tripulación es necesario dar otros pasos previamente. En este sentido, no solo es necesario efectuar ciertos avances en materia de seguridad, sino también en materia de formación y cualificación profesional, de cara a preparar y formar a la gente de mar ante los retos que lleva aparejada la introducción de las nuevas tecnologías, la digitalización y la automatización en el sector de la industria marítima. Todo ello implicará modificar la normativa vigente para adaptarla a un nuevo escenario al mismo tiempo que emerge la necesidad de recualificar a muchos profesionales para asegurar la sostenibilidad del sector. El objetivo de este artículo consiste en poner de manifiesto que, tanto los instrumentos internacionales y por su deriva, los instrumentos europeos que regulan la formación de la gente de mar, adolecen de una regulación adaptada a las necesidades formativas que la realidad del transporte marítimo requiere en la actualidad ante el proceso de digitalización de la industria marítima y la aparición de los buques autónomos.
Technological developments have had an impact on work on board ships. One of the expressions of this reality is the emergence of autonomous means of maritime transportation or maritime autonomous surface ships (MASS). However, for these vessels to start navigating the seas unmanned, further steps need to be taken, not only in terms of safety but also in terms of training and qualification, to prepare and train seafarers for the challenges brought by the introductions of new technologies, digitalization to adapt them to the new scenario, as well as the necessity of this article is to highlight the fact that both international instruments and, by their derivation, European instruments regulating seafarer’s training, lack regulations adapted to the needs that the reality of maritime transport currently requires in view of the digitalization’s process of the maritime industry and the emergence of autonomous ships.
