Durante la pandemia de COVID-19, diversos proyectos de investigación y desarrollo (I+D) buscaron dar pronta respuesta a problemas novedosos. Constituyó así un escenario único para observar en acción las estrategias desplegadas por los actores para elaborar bienes y servicios innovadores. Este trabajo reconstruye brevemente la historia de algunos de estos proyectos de I+D+i basados en biotecnologías, con el objetivo de comprender los límites y potencialidades del sistema científico-tecnológico nacional. Para ello, partimos de una serie de dificultades y virtudes para trabajar con biotecnología de vanguardia en Argentina, identificadas en una investigación previa sobre nuevas técnicas de edición genética. A partir de los relatos de los científicos-investigadores que participaron y de diversas fuentes secundarias, veremos cómo las (escuetas) condiciones favorables que existen en el país lograron articularse positivamente para sortear los obstáculos y producir tratamientos y productos para afrontar la pandemia.
During the COVID-19 pandemic, several research and development (R&D) projects sought to provide a prompt response to novel problems. Thus, it constituted a unique scenario to observe in action the strategies deployed by the actors to produce innovative goods and services. This paper briefly reconstructs the history of some of these biotechnology-based R+D+i projects, with the aim of understanding the limits and potential of the national scientific-technological system. To do this, we start from a series of difficulties and virtues of working with cutting-edge biotechnology in Argentina, which we identified in a previous investigation on new gene editing techniques. Based on the testimonies of the participating scientists-researchers and other secondary sources, we will see how the (short) favorable conditions that exist in the country managed to articulate positively to overcome the obstacles and produce treatments and products to face the pandemic
