The culture of open data allows governments to improve transparency processes, and they are also a useful means of communicating about public management and accountability. States have a legal instrument such as the Law on Transparency and Access to Public Information, legislative mechanisms at the governmental level to guarantee access to data. The objective is to determine the mechanisms of transparency and access to information implemented the governments and to observe the quality, quantity and associated use of information in the data journalism.
