Este artículo tiene por objeto analizar los cambios en la regulación de los criterios para la determinación de la zona marítimo-terrestre y de las dunas, producidos por el Real Decreto 668/2022, de 1 de agosto, que modifica el Reglamento General de Costas de 2014. Desaparecen los criterios esenciales introducidos por el Reglamento de 2014 y se incorporan otros que están más en la línea del espíritu de la Ley de Costas de 1988 y de la letra del Reglamento de Costas de 1989. La gran novedad de esta contrarreforma consiste en fundamentar los cambios en la necesidad de adaptar la costa a los impactos del cambio climático. También se abordan las correspondientes modificaciones introducidas en la revisión de los deslindes así como otras modificaciones puntuales referidas a la configuración de otros bienes de dominio público marítimo-terrestre.
The purpose of this article is to analyse the changes in the regulation of the criteria for the determination of the maritime-terrestrial zone and dunes, produced by Royal Decree 668/2022, of August 1, which modifies the General Coastal Regulation of 2014. The essential criteria introduced by the 2014 Regulation disappear and others are incorporated that are more in line with the spirit of the 1988 Coastal Law and the letter of the 1989 Coastal Regulation. The great novelty of this counter-reform consists in basing the changes on the need to adapt the coast to the impacts of climate change. The corresponding modifications introduced in the revision of the demarcations are also addressed, as well as other specific modifications referred to the configuration of other maritime-terrestrial public domain assets.
