Las circunstancias acaecidas en los últimos años estimulan al urbanismo español a tornar su mirada hacia una perspectiva más interiorista y, con ello, más sostenible. Analizando la evolución histórica del urbanismo y la normativa contemporánea, se entiende el fundamental papel del legislador para alentar este cambio hacia un urbanismo circular, ya que tiene las mejores herramientas políticas y normativas para incentivar las actividades de rehabilitación, regeneración y rehabilitación urbanas. La legislación introducida recientemente ha incrementado su ambición, introduciendo medidas de carácter económico y fiscal, con una clara voluntad de incentivar estas actividades. No obstante, resulta indudable reconocer que es todavía necesario fomentar, desde un punto de vista fiscal, la implicación activa de las empresas, quienes tienen mayor capacidad de movilizar fondos. Es imprescindible paliar la huella medioambiental y, con ello, alcanzar la sostenibilidad urbana frenando la dispersión de nuestras ciudades y así alcanzar los objetivos comprometidos a nivel internacional. Por esta razón, debemos evitar una postura introspectiva, siendo beneficioso aprender de las actuaciones e iniciativas llevadas a cabo en otros Estados.
The circumstances that have occurred in recent years stimulate Spanish urbanism to turn its view towards a more interior perspective and, therefore, a more sustainable one. Analysing the historical evolution of urban planning and contemporary regulations, we understand that the fundamental role of the legislator is to inspire this change towards circular urban planning, since he has the best political and regulatory tools to encourage urban rehabilitation, regeneration and renewal activities. Recently introduced legislation has increased its ambition, introducing measures from an economic and tax perspective, with a clear desire to boost these activities. However, it is crucial to recognise the persistent need of encouraging, from a tax standpoint, the active engagement of companies, who have greater financial capacity. It is essential to relieve the environmental footprint and, thus, achieve urban sustainability by slowing down the sprawl of our cities, in order to achieve international commitments and goals. For this reason, we must avoid an introspective viewpoint, and learn from actions and initiatives carried out in other states.
