El Pacto de Estabilidad y Crecimiento establece el conjunto de reglas fiscales de la Unión Económica y Monetaria. Este artículo repasa su evolución, incluyendo las reformas de 2005, 2011 (Six Pack) y 2013 (Two Pack), así como el establecimiento de las cláusulas de flexibilidad en 2016 y del margen de discreción en 2017. Las sucesivas reformas reflejan una búsqueda constante, que continua hoy en día, del delicado equilibrio entre dominancia monetaria y estabilización fiscal. Búsqueda que, antes de reactivar un pacto de difícil aplicación, debería centrarse en proporcionar los incentivos necesarios para que los Estados miembros alcancen y mantengan posiciones de equilibrio presupuestario. Los fondos Next Generation EU pueden marcar el camino a seguir para alcanzar ese objetivo.
The Stability and Growth Pact establishes the set of fiscal rules of the Economic and Monetary Union. This article reviews its evolution, including the reforms of 2005, 2011 (Six Pack) and 2013 (Two Pack), the adoption of the flexibility clauses in 2016, as well as the application of the margin of discretion in 2017. The successive reforms reveal a permanent quest, which continues to this day, for the tricky balance between monetarË dominance and fiscal stabilization.
A quest that, before reactivating a Pact of a problematic application, should focus on the necessary incentives for the Member States to achieve and maintain balanced budget positions. The Next Generation EU funds can pave the way to achieve that goal
