El objetivo de este trabajo es caracterizar la política del Banco Mundial (BM) hacia la política asistencial nacional argentina, durante el período 2002-2018; en tanto aspecto del proceso de internacionalización del Estado. Argumentamos que la política del BM aportó al proceso de recomposición del orden político tras la crisis de principios de siglo y, en particular, al proceso demasificación, cohesión y tecnificación de la política asistencial que apuntaló aquella recomposición. También sostenemos que en el contexto de estancamiento y tendencia a la crisis que atraviesa el país desde el año 2012 al 2018, el BM presiona hacia el ajuste fiscal y monetario, mientras continúa fortaleciendo la política asistencial. El trabajo descansa en el análisis de documentos y proyectos aprobados por dicha organización.
The objective of this paper is to characterize the World Bank’s (WB) policy towards Argentina’s assistance policy during the 2002-2018 period as one aspect of the State’s internationalization process. We argue that the World Bank accompanies both the political order recomposition process after the crisis at the turn of the century and, particularly, the massification, cohesion and technification process of the assistance policy, which underpinned such recomposition. Also, within the context of the stagnation and the current crisis of the Argentine economy, the Bank is pushing for monetary and tax adjustment while seeking to strengthen the assistance policy. The work is based on the analysis of documents and projects approved by said organization.
