La literatura reciente identifica las instituciones parlamentarias internacionales (IPI) como un actor significativo de las relaciones internacionales contemporáneas. Paralelamente, académicos observan una apertura de las organizaciones internacionales y regionales a favor de actores non estatales. La combinación de ambos fenómenos establece un contexto favorable para el estudio del rol de los parlamentarios en el funcionamiento de organizaciones regionales sobre el cual hay todavía pocos estudios comparativos. Tomando las Américas como caso de estudio, el articulo propone un estudio comparativo del rol de las IPI en las organizaciones regionales. Presentamos al principio un breve cuadro de análisis que usamos en secundo lugar para examinar el rol de las asociaciones parlamentarias y de los parlamentos regionales.
Recent literature has identified international parliamentary institutions (IPI) as significant actors in contemporary international affairs. Simultaneously, scholars have gathered evidence about an opening up of international and regional organizations benefitting non state actors. The combination of both sets of observations provide an interesting opportunity for the study of parliamentarians’ role inside regional organizations particularly given the limited number of comparative analyses produced on the topic outside of Europe. Using the Americas as a case study, the paper offers a comparative study of the role of IPIs in the functioning of regional organizations. We first frame the analysis and then use this frame to assess the role of parliamentary associations followed by that of regional parliaments.
