El trabajo aborda –desde la perspectiva de la lucha contra la pandemia de Covid-19– las complejas cuestiones que plantean las propias transformaciones del constitucionalismo nacional y de la Unión Europea, captadas en su dinámica evolutiva y en la actual, tal y como han sido desafiadas, especialmente en los últimos veinte años, primero por la crisis económica (a partir de 2007) y posteriormente por la crisis pandémica. Las cuestiones que se tratan conciernen a los problemas actuales de la forma de Estado, relacionadas con las cuestiones planteadas, en los últimos veinte años, por las reformas del regionalismo, especialmente en lo que se refiere a la redistribución de las competencias legislativas y administrativas entre el Estado y las Regiones, y a la valorización del sistema regional en el ejercicio de los servicios relativos a los derechos civiles y sociales en la perspectiva de su garantía en todo el territorio nacional.
The work addresses –from the perspective of the fight against the pandemic of Covid-19– the complex issues posed by the very transformations of national constitutionalism and of the European Union, captured in its evolutionary dynamics and in the current one, as and how they have been challenged, especially in the last twenty years, first by the economic crisis (starting in 2007) and later by the pandemic crisis. The questions that are dealt with concern the current problems of the form of State, related to the questions raised, in the last twenty years, by the reforms of regionalism, especially with regard to the redistribution of legislative and administrative powers between the State and the Regions, and to the valorization of the regional system in the exercise of services related to civil and social rights in the perspective of their guarantee throughout the national territory.
