La reforma del modelo de gestión institucional de nuestro sistema de Seguridad Social se viene planteando desde hace décadas. La Ley 27/2011 autorizaba al Gobierno para la creación de la Agencia Estatal de Seguridad Social, que vendría a sustituir a la mayoría de las actuales entidades gestoras y servicios comunes, con la finalidad de llevar a cabo la gestión y demás actos de aplicación efectiva del sistema. No obstante, diversas razones, principalmente la falta de interés político y social, han determinado que, a día de hoy, no se haya acometido esa unificación de un modelo de gestión necesitado, sin duda, de un replanteamiento que dé respuesta a las actuales necesidades y demandas de la ciudadanía y que resulta imprescindible como medio para contribuir a la garantía de la sostenibilidad del sistema de Seguridad SocialTranscurridos más de once años, la Ley 21/2021, de 28 de diciembre, vuelve a contemplar esa creación de la Agencia Estatal de la Seguridad Social. A la espera de si, finalmente, se lleva a cabo, son varios los retos a los que habrá de dar respuesta la nueva entidad gestora si se pretende conseguir el objetivo perseguido con la reforma, que no es otro que la mejora de la eficacia, eficiencia y calidad de la actividad gestora.
The reform of the institutional management model of our social security system has been under consideration for decades. Law 27/2011 authorized the Government to create the State Social Security Agency, which would replace most of the current management entities and common services, in order to carry out the management and other acts of effective implementation of the system. However, several reasons, mainly the lack of political and social interest, have determined that, to date, this unification of a management model has not been undertaken, undoubtedly, a rethinking that responds to the current needs and demands of citizens and that is essential as a means to contribute to guaranteeing the sustainability of the social security systemAfter more than eleven years, Law 21/2021, of December 28, again contemplates the creation of the State Social Security Agency. Pending whether, finally, it is carried out, there are several challenges to be met by the new management entity if the objective pursued by the reform is to be achieved, which is none other than improving the effectiveness, efficiency and quality of the management activity.
