Among the effects of climate change that are already being felt are the movements of people who are forced to leave their places of origin because they become uninhabitable. This situation can have many degrees, but the greatest problem from the legal point of view arises when the territory of the State becomes permanently uninhabitable. This forces its citizens to go to another State, but the problem arises that there is no specific legal channel that contemplates this situation, and the traditional figures -asylum and immigration- present conceptual or practical imbalances.
