El propósito principal del artículo es analizar el populismo en México a partir de comparar una serie de actividades político-legislativas de las administraciones de Luis Echeverría Álvarez y José López Portillo en los años setenta y la de Andrés Manuel López Obrador en la actualidad. Desde una perspectiva de teoría política, nos interesa mostrar que las herencias políticas juegan un papel fundamental en la aparición de este fenómeno, por lo cual se privilegia el estudio de los usos semánticos del “pueblo” y de la puesta en práctica de la técnica de gobierno del legalismo discriminatorio. Estos dos recursos nos permiten observar empíricamente si las modificaciones promovidas por los líderes populistas en el entramado legal y constitucional producen efectos directos sobre los grupos considerados como el “no pueblo”, así como en el mantenimiento o la transformación institucional de los regímenes políticos(sean estos autoritarios o democráticos).
The main purpose of the article is to analyze populism in Mexico from the comparison of the some several activities of the administrations of Luis Echeverría Álvarez and José López Portillo in the 1970s and that of Andrés Manuel López Obrador today. From a perspective of political theory, we are interested in showing that political legacies play a fundamental role in the appearance of this phenomenon, which is why the study of the semantic uses of the "people" and the implementation of discriminatory legalism like a the technique of government. These two resources allow us to empirically observe whether the modifications promoted by populist leaders in the legal and constitutional framework produce direct effects on the groups considered as non-people, as well as on the maintenance or institutional transformation of political regimes (be these authoritarian or democratic).
