El Estado integral de la II República española inauguró lo que luego se ha conocido como Estado regional. El ordenamiento regional de la Constitución española de 1931 constituyó un ejemplo clave para el futuro Estado regional italiano, cuya regulación ha influenciado en gran parte al Estado autonómico español. Ambos países han estado desde el primer momento en continuo contacto en la configuración de su descentralización territorial del poder y continúa hoy en día con los últimos cambios y maneras de entender la relación entre poderes y las diversas formas de participación de los ciudadanos, lo que trata de analizar este artículo.
The integral State of the Second Spanish Republic inaugurated what later became known as the regional State. The regional system of the Spanish Constitution of 1931 was a key example for the future Italian regional State, the regulation of which has largely influenced the Spanish autonomous State. Both countries have been in continuous contact from the very beginning in the configuration of their territorial decentralisation of power and this continues today with the latest changes and ways of understanding the relationship between powers and the different forms of citizen participation, which this article attempts to analyse.
