El presente trabajo aborda los riesgos para la democracia que aparejan las encuestas de opinión de cara a los procesos electorales, toda vez que se logra advertir la presencia de múltiples falacias, sesgos cognitivos, errores en la interpretación y significado de tales instrumentos estadísticos que pueden afectar la intención de voto, así como la legitimidad de las elecciones mismas. Se identifican al menos tres escenarios: desnaturalizar la elaboración del instrumento; manipular su contenido y resultados; y la equivocada interpretación del alcance de las encuestas electorales e inducir cuestionamientos sobre el resultado de la elección popular. Tratándose de instrumentos estadísticos de uso tan frecuente e importancia estratégica en la gestión de las políticas públicas, corresponde fortalecer y ampliar la normativa que podría reducir sus potenciales impactos negativos en los procesos electorales
This paper addresses the risks for democracy posed by public opinion polls in election campaigns. The results of the polls can be deployed fallaciously, have cognitive biases, manipulating public opinion, and affecting voting intentions, undermining the democratic legitimacy of the elections themselves. At least three scenarios are identified: the selection of the poll design can be distorted; the manipulation of its content and results, and the misinterpretation of the scope of the electoral surveys, manipulating and suggesting certain response in the outcome of the popular election. In the case of statistical instruments of such frequent use and strategic importance in the management of public policies, it is necessary to strengthen and expand the regulations that could reduce the negative impacts they could potentially have on election campaigns
