La investigacin concluye quemediante el otorgamiento de concesiones a discrecin o -pagos latera-les dirigidos a grupos espec?cos (tanto intemos como externos), lospresidentes de Mxico y los Estados Unidos crearon una coalicindomstica en los Estados Unidos que permiti que el Congreso de esepas ancionara el TLCAN.
The article examines the role of domestic politics during thenegotiation of the North American Free Trade Agreement, applyingRobert D. Putnam's two-level game theoretical framework. Putnamargues that in international negotiations, chief negotiators need ?rstdomestic approval, and that internal politics represent constraints aswell as ources of leverage. Findings of this pieces indicate that byengaging in a series of discreta concessions or side-payments, targe-ting speci?c constituencies (both domestic and foreign), the presidentsof Mexico and U.S. created a coalition within the United States thatmade possible Congressional passage of NANA.
