Una gran parte de las Entidades Fiscalizadoras Superiores establecen su propio programa anual de evaluaciones o auditorías de gestión. Tienen el privilegio de elegir de forma independiente los temas sobre los que trabajarán. De este modo, estas instituciones actúan como principal y como agente. Dada la repercusión de sus informes y el hecho de que formulan recomendaciones que pueden cuestionar las políticas públicas, la elección de los temas es fundamental.
Elegir el tema adecuado en el momento oportuno no es tarea fácil. ¿Existen pistas previas que ayuden a seleccionar los mejores temas? ¿Cómo pueden coordinarse con la agenda política? ¿Deben seleccionarse temas amplios o reducidos? ¿Debemos elegir políticas cuyo diseño mismo puede ser cuestionado o políticas que necesitan ser mejoradas en términos de implementación? Esta contribución presenta la experiencia concreta de la unidad de evaluación de la Oficina Federal de Auditoría de Suiza (SFAO, por sus siglas en inglés). Describe el proceso de selección, el papel de los análisis de riesgo y los criterios utilizados. Presenta una revisión de más de 42 evaluaciones unos años después de su finalización, examinando la relevancia del proceso de selección. El objetivo de este análisis era identificar las posibilidades de mejora para facilitar la elección de temas adecuados en el futuro. Por último, se describen los criterios utilizados de forma concreta, utilizando el ejemplo de los temas de evaluación que podrían considerarse tras la pandemia de coronavirus.
A large proportion of Supreme Audit Institutions set their own annual program of evaluations or performance audits. They have the privilege of choosing independently the topics on which they will work. In this way, these institutions act as both principal and agent. Given the impact of their reports and the fact that they formulate recommendations that may call into question public policies, the choice of the topics is essential.
Choosing the right topic at the right time is no easy task. Are there preliminary clues to help select the best topics? How can they be coordinated with the political agenda? Should broad or narrow topics be selected? Should we choose policies whose very design may be questioned or policies that need to be improved in terms of implementation? This contribution presents the concrete experience of the evaluation unit of the Swiss Federal Audit Office. It describes the selection process, the role of risk analyses and the criteria used. It presents a review of more than 42 evaluations a few years after their completion, examining the relevance of the selection process. The aim of this analysis was to identify potential for improvement in order to facilitate the choice of suitable topics in the future. Finally, it describes the criteria used in concrete terms, using the example of the evaluation topics that could be considered following the coronavirus pandemic.
