Con el restablecimiento del sistema republicano en 1867, las élites locales impulsaron una serie de iniciativas para obtener su autonomía política a través de la erección de nuevas entidades federativas. De esta manera, el cabildo de la ciudad de la León solicitó al Congreso de la Unión la creación de un estado conformado por ayuntamientos de Jalisco y Guanajuato, que llevaría el nombre de Estado del Centro. La oposición a esta iniciativa fue tal, que llevó a los diputados de la VII Legislatura a reformar la fracción 3 del artículo 72 de la Constitución de 1857, a través de la cual era posible crear nuevos estados; como una medida para defender la soberanía de las partes que conformaban la federación.
With the reestablishment of the republican system in 1867, the local elites promoted a series of initiatives to obtain their political autonomy through the erection of new federative entities. In this way, the council of the city of León request the Congress of the Union to creation of a state made up of city councils from Jalisco y Guanajuato, which would bear the name of State of the Center. The opposition to this initiative was such, that it led the deputies of the VII Legislature to reform section 3 of the article 72 of the Constitution of 1857, through which it was possible to create new states; as a measure to defend the sovereignty of the parts that made up the federation.
