Sobre la inteligencia artificial, comienza a contarse con una literatura abun-dante que, sin embargo, no llega a completar el estudio preciso sobre todos los aspectos que pueden producirse en el ámbito económico- financiero desde el derecho administrativo. El acercamiento a todas las variantes derivadas de las tecnologías habilitadoras para el acceso y prestación de servicios financieros, se presentan como un elemento que si bien en creciente pre-sencia, ha encontrado en tiempos de pandemia, deslocalización y necesidad de distanciamiento social, un catalizador que pone en valor desde una anunciada digitalización a la implementación de nuevas técnicas procedimientos, y mecanismos-que impliquen la incorporación de la inteligen-cia artificial en la definición de las transacciones financieras, su impacto, su seguridad, y la toma de decisiones vinculadas a las mismas, por medio de las Regtech.
About Artificial Intelligence starts to arise a significant literature, which it ́s still not covering all the aspects connected with the AI in the financial institutions from a Administrative law perspective. The elements connected with the use of technology to access in the provision of financial services, has increased as s result of the COVID-19 pandemic new scenery. The need for social distancing and its impact in delocalization act as catalyser of the digitalization process and the introduction of new techniques and proce-dures which involve an impact in financial tran-sactions. This affects also to the decision process and the legal security and economic safety deri-ved from the implementation of new strategies. In this paper we will reflect on the main aspects of the IT singularity in financial markets taking into account some case studies and its projection in the shaping of Regtech and a new approach of the law and economics regulations. As a case of study, we will focus in the ADR in financial insti-tutions and its process of automatization.
