El financiamiento público directo es una subvención multianual proveniente de fondos públicos dirigido a las organizaciones políticas con una finalidad pública: garantizar el funcionamiento de dichas instituciones como un mecanismo de nivelación económica entre partidos políticos. En ese sentido, se encuentra regulado en la legislación peruana, otorgando la subvención a aquellos partidos políticos que logren representantes en el Congreso; sin embargo, dicho mecanismo se ha enfrentado a una situación no regulada: la disolución del Congreso de la República, no habiéndose previsto cómo continuar con el financiamiento público directo durante el interregno parlamentario, si debe asignárseles montos a los partidos políticos entrantes y si debe continuar el financiamiento a los partidos políticos del Congreso disuelto. Por tanto, este artículo pretende analizar cómo la disolución del Congreso de la República afecta el financiamiento público directo.
Direct public financing is a multi-year subsidy from public funds directed to political organizations with a public purpose: to guarantee the functioning of these institutions as a mechanism for economic equalization between political parties. In this sense, it is regulated in Peruvian legislation, granting the subsidy to those political parties that achieve representatives in Congress; however, this mechanism has faced an unregulated situation: the dissolution of the Congress of the Republic, not having foreseen how to continue with direct public financing during the parliamentary interregnum, if amounts should be assigned to the incoming political parties and if it should continue financing the political parties of the dissolved Congress. Therefore, this article aims to analyze how the dissolution of the Congress of the Republic affects direct public financing.
