La disolución constitucional del Congreso y la pandemia por COVID-19 generaron un retraso en la continuidad del proceso de reforma política y electoral. Un nuevo Parlamento con un considerable número de grupos parlamentarios instalado en el marco de un estado de emergencia sanitaria mostraba un panorama poco alentador. No obstante, se logró diseñar un marco normativo aplicable a las Elecciones Generales 2021 y se alcanzaron algunos avances en la reforma electoral. En el artículo se apunta a dar cuenta y reflexionar sobre las normas que fueron aprobadas por el nuevo Congreso con miras a llevar a cabo un proceso electoral nacional en medio de una pandemia.
The constitutional dissolution of Congress and the COVID-19 pandemic caused a delay in the continuity of the political and electoral reform process. A new Parliament with a considerable number of parliamentary groups and installed in the framework of a state of health emergency presented a bleak picture. However, it was possible to design a regulatory framework applicable to the 2021 General Elections and some progress was made in electoral reform. The article aims to give an account and reflect on the regulations that were approved by the new Congress with the intention of carrying out a national electoral process in the midst of a pandemic.
