Es de general conocimiento que la gestión en la ciudad consolidada se manifiesta como el ámbito actual de intervención fundamental para acoger la actividad socio-económica y urbanística que permita recuperar la crisis iniciada tras la explosión de la burbuja. Sin embargo, resulta sorprendente el insuficiente conocimiento existente sobre algunos instrumentos de gestión urbanística incorporados al acervo profesional en la originaria Ley de Suelo 8/2007 y, en la actualidad, en el vigente Texto Refundido de la ley de suelo y Rehabilitación Urbana 7/2015, en concreto los relativos a las Actuaciones de Dotación y a los Complejos Inmobiliarios. De acuerdo a ello y teniendo en cuenta las relevantes ventajas que ambos instrumentos ofrecen para una solvente intervención en la ciudad consolidada y, más aún en la aplicación de ambos de manera conjunta, este artículo procede a explicar lo más pedagógicamente posible, tanto en términos conceptuales y teóricos como prácticos, el contenido y determinaciones que los caracterizan.
It is generally known that management in the consolidated city manifests itself as the current area of fundamental intervention to accommodate socioeconomic and urban activity that allows the recovery of the crisis started after the bubble burst. However, it is surprising the insufficient existing knowledge about some urban management instruments incorporated into the professional heritage in the original Land Law 8/2007 and, currently, in the current Consolidated Text of the Urban Land and Rehabilitation law 7/2015, specifically those related to Endowment Actions and Real Estate Complexes. Accordingly, and taking into account the relevant virtualities that both instruments offer for a solvent intervention in the consolidated city and, even more so in the application of both together, this article proceeds to explain as pedagogically as possible, both in conceptual terms and theoretical as well as practical, the content and determinations that charcterize them.
