The main objective of this article is to give an overview for an international audience of the results of two acts which were passed the same year, 2007 - the French Enforceable right to housing (Droit au logement oppo-sable, DALO) Act, and the Catalan Right to Housing Act (Llei catalana del dret a l’habitatge, CRHA). Both acts are good examples of legal innovations regarding land use and housing at the beginning of the 21st century. The first one established an enforceable right to housing in France for the first time in French history. The second one is the first act regarding the right to housing in Catalan history; it connected land use and housing, establishing inclusionary zoning techniques and promoting social mix.
L’objectif principal de cet article est de donner une vue d’ensemble à un public international des résultats de deux lois adoptées la même année, en 2007 - la loi française sur le droit au logement opposable (DALO) et la loi catalane sur le droit au logement (Llei catalana del dret a l’habitatge, CRHA). Ces deux lois sont de bons exemples d’innovations juridiques concernant l’utilisation des terres et le logement au début du xxie siècle. La première a établi un droit au logement exécutoire en France pour la première fois dans l’histoire de France. La seconde est la première loi concernant le droit au logement dans l’histoire catalane; elle lie l’utilisation du sol et le logement, en établissant des techniques de zonage inclusives et en favorisant la mixité sociale.
