The disciplinary regime of students in public Universities is established in a preconstitutional bylaw, which, for many reasons, is deficient and inadequate to the current situation. This paper analyses some of the unsuccessful attempts that have been made to replace it by a more suitable regulation. It also deals with the solutions proposed by some Universities in order to face the problems caused by the difficult application of the old bylaw. The final part of the paper is devoted to the study of the subjective (but not territorial) scope of university regimen taking into account the meaning ang general purpose of this disciplinary power and its relation with other sanctioning norms.
