Cuando se cumplen 40 años de la aprobación de la Constitución, la arquitectura institucional española da señales alarmantes de deterioro. El sistema surgido de la Transición necesita reformas urgentes que requieren de amplios consensos, pero la degradación de la esfera pública impide que se den las condiciones necesarias para alcanzarlos. Los cambios globales que estamos viviendo introducen factores de incertidumbre e inquietud sobre el ánimo de la ciudadanía. A ello hay que añadir el desánimo y la impotencia que genera la emisión de la moral pública en nuestro país. La corrupción y su banalización son el principal síntoma de un deterioro que afecta tanto a los mecanismos de producción de la política como a los instrumentos de creación de opinión. La evolución del sistema de partidos y la triple crisis que atenaza a los medios de comunicación inciden negativamente sobre el clima político.
When 40 years have passed since the Constitution was approved, the Spanish institutional architecture shows alarming signs of deterioration. The political system emerged from the Transition needs urgent reforms that require broad consensus, but the degradation of the public sphere prevents the necessary conditions to achieve them. The global changes that we are living introduce uncertainty and concern about in the citizens' mood. To this we must add the discouragement and impotence that generates of public morals in our country. Corruption and its banalization are the main symptom of a deterioration that affects both the production mechanisms of politics and the instruments for creating public opinion. The evolution of the party system and the triple crisis that grips the media have a very negative impact on the political climate.
