La modernización del Estado requiere de cambios constantes y permanentes, pero, también y a veces, de cambios estructurales en ámbitos concretos. Probablemente uno de ellos sea el modelo de sistema tributario, necesitado de una reforma significativa dado su actual estado de agotamiento y de ineficiencia en lo que se refiere a la equidad, progresividad y redistribución. El presente estudio persigue tres objetivos:primero, saber si el sistema tributario español debe ser constitucionalmente equitativo, progresivo o redistributivo. Que sea un mandato o un deseo programático, condiciona el diseño de sistema. En segundo lugar, analizar empíricamente si el sistema tributario español, es, en efecto, equitativo, progresivo y redistributivo. El análisis del comportamiento del sistema tributario español desde 1978 hasta 2019 y la comparativa con los sistemas de países de la OCDE, permitirá, en tercer lugar, proponer, a la vista de los datos, las reformas fiscales necesarias para lograr que el sistema tributario español sea más equitativo, progresivo y redistributivo, permitiendo, en último término, impulsar la mencionada modernización del Estado.
The modernization of the State requires constant development, but sometimes also structural changes in specific areas. One of them is probably the tax system model, badly in need of reform given its current exhaustion and inefficiency in terms of equity, progressivity and redistribution. The purpose of this paper is three folds. First, todetermine wheter or not the Spanish tax system must be constitutionally equitable, progressive and redistributive; the design of the tax system is largely affected by whether those features stem from a constitutional mandate or a political preference. Second, to empirically assess whether the Spanish tax system is actually equitable, progressive and redistributive. Finally, based on a review over the 1978-2019 time period and a comparison with the OECD countries, it will outline certain reforms required to increase the Spanish tax system's equity, progressivity and redistribution, thereby promoting the much-needed modernization of the State.
