El artículo analiza los orígenes de la crisis financiera con epicentro en Estados Unidos. Se discuten las razones vinculadas a las fallas del mercado y a las políticas públicas; entre estas últimas se discuten las bajas tasas de interés por un período exageradamente prolongado y la existencia de excesivas redes de seguridad orientadas a rescatar a las entidades financieras y en particular a los grandes bancos en situaciones de crisis. Ambas políticas tienden a generar excesivos riesgos y, por ello, podrían ser factores relevantes en la presente crisis. Otro error de política serían las inadecuadas regulaciones. Sin desconocer estos factores el artículo pone énfasis en la excesiva desregulación en un contexto de claras fallas del mercado como el factor central que habría provocado la crisis, que se ha visto potenciado por la opacidad e interconexión del sistema, los incentivos a los gerentes y el papel de las agencias de riesgo. Las reflexiones finales están orientadas a los cambios necesarios en las regulaciones monetarias y financieras para evitar la repetición de eventos de esta magnitud.
The article analyzes the origins of the financial crisis with epicenter in the United States. Marketand public policies failures are discussed, including, among the latter ones, the low interest ratesfor an extremely prolonged period and the presence of excessive public safety nets aimed at rescuing financial institutions, mainly the big banks in crisis. Both policies could encourage excessive risk-taking and hence can be important factors in the current crisis. Other public policy failure would be the lack of appropriate regulations. In spite of these factors, the article emphasizes the excessive deregulation in a context of clear market failures as the main factor behind the crisis. Opacity of information and the system’s interconnection, together with management incentives and the role played by the rating agencies have propelled the crisis to unknown levels. The final reflections are aimed at discussing the necessary changes in the monetary and financial policiesand regulations in order to avoid the resurgence of similar events.
