Si la OIT de la Sociedad de Naciones (1919-1939) tuvo una visión atlántica de su cometido en el alcance de los Convenios que ratificó, la OIT que renace tras la Segunda Guerra Mundial con el espíritu de Filadelfia mira hacia el mundo entero redescubierto por la gran conflagración, pero con una visión miope que le impide reaccionar ante los nuevos fenómenos de la globalización surgida con la digitalización. El artículo señala a qué se debe tal miopía y apunta las fórmulas para actualizarse.
