La participación público- privada (PPP), constituye un mecanismo por el cual los particulares pueden coadyuvar a la satisfacción de necesidades de interés general. Si bien se trata de una técnica que ha visto la luz antaño, registrando claros antecedentes desde la Edad Media y respecto de actividades de la más variada índole, es a partir del S. 20 que adquiere una particular vitalidad al unísono con la revolución tecnológica ocurrida en dicho interregno, sumado a la posibilidad que el sector privado no solo transfiera tecnología al público sino que aporte a su vez el flujo financiero necesario para la realización de prestaciones de interés general. A través del presente trabajo trataremos del desarrollo en derredor a dicha técnica, como así también los principios que la estructuran, todo ello analizado en ocasión de la reciente ley argentina dictada en la materia, nro. 27.328.
Public-private participation (PPP) is a mechanism by which individuals can contribute to the satisfaction of needs of general interest. Although it is a technique that has seen the light in the past, recording clear antecedents since the Middle Ages and regarding activities of the most varied nature, it is from the 20th century that it acquires a particular vitality in unison with the technological revolution that occurred. in this interregnum, added to the possibility that the private sector not only transfers technology to the public but also contributes the necessary financial flow for the realization of benefits of general interest. Through this work we will deal with the development around this technique, as well as the principles that structure it, all analyzed on the occasion of the recent Argentine law dictated in the matter, nro. 27.328.
