En los últimos tiempos estamos asistiendo a la emergencia de un nuevo debate acerca del futuro del sistema de pensiones, tanto en el plano político como social. Durante la Gran Recesión, tanto factores estructurales como coyunturales empujaron al sistema hacia una serie de reformas centradas en disminuir su generosidad, como única vía para garantizar, tanto su viabilidad financiera, como la reducción del déficit y gasto públicos.
Con la recuperación, una nueva tendencia se abre paso reclamando recobrar los derechos perdidos durante la crisis y una mejor y más justa distribución de los beneficios derivados de la bonanza económica, especialmente en el caso de aquellos que sufrieron la crisis con mayor intensidad. Este nuevo contexto ha supuesto un choque entre las tendencias que se venían desarrollando en la etapa inmediatamente anterior y esta nueva íntimamente conectada con el nuevo escenario económico. Este trabajo analiza brevemente las variables básicas sobre las que se asienta este debate. En particular, se centrará en estudiar tanto las variables financieras y de mercado de trabajo que fueron especialmente relevantes durante la crisis, como aquellas otras de naturaleza más estructural. relacionadas con la demografía o la evolución del gasto en pensiones.
A new debate about the retirement system is emerging in the social and political arena. During the Creat Recession, both structural and eventual factors put the system under a number of reforms focused on the reduction of its generosity, as a way to guarantee not only its financial viability, but also the reduction of the public expenditure and deficit. The recovery has permitted the appearance of a new trend based on recovering some of the lost rights and distributing the benefits of the economic growth among the citizens and, especially, among those who suffered the crisis the most. This new context has meant a crash between the trends developed during the previous stage and the new one appeared with the new economic scenario. This paper analyses the basic variables on which this debate is taking place. Concretely, it will focused on financial variables, such as public deficit and debt; labour market variable related to retirement pensions, like unemployment and employment and, others strictly linked to the system, like the evolution of population or the expenditure on contributory pensions.
