El procedimiento de elaboración de normas en Castilla y León ha ido evolucionando paulatinamente hasta llegar a la regulación vigente, que establece el capítulo III del Título VI de la Ley 3/2001, de 3 de julio, del Gobierno y de la Administración de la Comunidad de Castilla y León, en la redacción que le otorga la Ley 2/2017, de 4 de julio, de Medidas Tributarias y Administrativas, que se vio condicionada por la necesidad de su adaptación a las normas básicas contenidas en el Título VI de la Ley 39/2015, de 1 de octubre, del Procedimiento Administrativo Común de las Administraciones Públicas. En este artículo se analizan las innovaciones que presenta la LPAC y su proyección sobre la regulación de la elaboración de las normas autonómicas, en particular tras la STC 55/2018, de 24 de mayo, que la matiza significativamente, pues declara su inaplicación a la iniciativa legislativa autonómica y la limita a lo básico en las iniciativas reglamentarias. En el caso particular de Castilla y León, junto a ello se ofrece además una visión práctica de los problemas más frecuentes que surgen en la tramitación de estas iniciativas normativas
The process for elaborating the norms in Castilla y León has evolved gradually towards the current regulation established by Chapter III of Title VI, Law 3/2001, of 3 of July, from the Community of Castilla y León Government and Administration, in the wording established by Law 2/2017, of July 4, on Tax and Administrative Measures, which in turn was conditioned by the need to adapt to the basic rules contained in Title VI of Law 39/2015, of October 1, of the Common Administrative Procedure of the Public Administrations. In the present article the innovations presented by the regime provided by the LPAC are analyzed, along with its projection on the regulation of the procedure for elaborating the autonomic norm. However, STC 55/2018, of May 24, significantly qualifies the LPAC by declaring its inapplicability to the autonomic legislative initiative, and limits the application of this law to the basics in the regulatory initiatives. In addition, this article provides a practical overview of the most frequent problems that arise in the processing of norms in Castilla y León
