Los grandes cambios experimentados por nuestras sociedades a partir del siglo XX, han obligado a la Policía a reformar tanto sus estructuras como sus funciones, pensadas originariamente para las incipientes sociedades industriales del siglo XIX. La necesidad de un saber técnico y profesional que la distanciara del poder político y le permitieran conocer y combatir la delincuencia, así como una mayor relación con la ciudadanía que legitimase su poder, han sido elementos claves de estas reformas, así como la adopción de estrategias que mejoren su eficiencia. A pesar de todos estos esfuerzos, la gran complejidad y movilidad de las sociedades actuales que, por una parte, incrementan las esferas de riesgo y, por otro, desbordan la capacidad del Estado, han exigido la puesta en escena de otros actores complementarios pero de protagonismo creciente: los cuerpos auxiliares, la seguridad privada y los ciudadanos. Falta todavía, sin embargo, un actor supraestatal eficiente que sea capaz de preservar las garantías ciudadanas como ocurre a nivel estatal (en los Estados democráticos).
The great changes experienced by the different societies since the twentieth century have forced the police to reform both their structures and their functions, originally intended for the incipient industrial societies of the nineteenth century. There is missing yet, however, an efficient supra-state actor capable of preserving citizen guarantees, as is the case at the state level (in democratic states).
